WHEREAS, Richard Edward Railey, Jr., an esteemed trial attorney and beloved son, brother, husband, father, grandfather, and member of the Courtland community, died on July 4, 2023; and
WHEREAS, born in Franklin, Richard Railey graduated from Southampton High School in 1967 before earning a bachelor's degree in government from the University of Virginia in 1971 and a juris doctor degree from the Cumberland School of Law at Samford University in 1974; and
WHEREAS, upon graduating from law school, Richard Railey formed Railey & Railey, a law partnership with his father, Richard, Sr., and he later carried on this family tradition by practicing alongside his son, Richard III; and
WHEREAS, Richard Railey touched on a wide array of legal areas in his practice as an attorney, including personal injury, juvenile and domestic relations, and criminal defense, and worked tirelessly to secure positive outcomes for his clients; and
WHEREAS, from 1988 until his death, Richard Railey proudly served as the county attorney of Southampton County, providing astute legal counsel for the benefit of the locality and its residents; and
WHEREAS, Richard Railey supported the legal profession through his membership in several legal organizations, including as past president and member of the Virginia Trial Lawyers Association; and
WHEREAS, Richard Railey gave generously of his time in service to others as a longtime member of the Courtland Ruritan Club and Virginia Hound Heritage, Inc.; and
WHEREAS, guided by his deep and abiding faith, Richard Railey was a lifelong member of the Courtland United Methodist Church, where he enjoyed worship and fellowship with his community; and
WHEREAS, an avid sportsman and hunter, Richard Railey was a two-time appointee of Governor Mark R. Warner to what was formerly the Board of Game and Inland Fisheries, contributing to the responsible management of the Commonwealth's wildlife resources; and
WHEREAS, Richard Railey will be fondly remembered and dearly missed by his loving wife of 44 years, Anne; his children, Richard III and Benjamin, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of Richard Edward Railey, Jr., a treasured member of the Courtland community whose kindness and legacy of service inspired all who knew him; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Richard Edward Railey, Jr., as an expression of the Senate of Virginia's respect for his memory.
