SENATE JOINT RESOLUTION NO. 461
Celebrating the life of First Lieutenant Todd W. Weaver.

WHEREAS, United States Army First Lieutenant Todd W. Weaver of Hampton was killed in the line of duty on September 9, 2010, in Kandahar, Afghanistan, while supporting Operation Enduring Freedom; and

WHEREAS, Todd Weaver was an outstanding athlete and brilliant student at Bruton High School in York County on September 11, 2001, who, after hearing of the coordinated terrorist attacks on the country, told his family that he would serve his country as soon as he was old enough; and

WHEREAS, after graduation, Todd Weaver joined the Virginia National Guard, helping residents of the Eastern Shore after Hurricane Isabel before being deployed to Iraq in 2004; and

WHEREAS, after his first tour of duty, Todd Weaver enrolled in The College of William and Mary, where he was a stellar student inducted into Phi Beta Kappa, and served as an admired cadet battalion commander in the college's ROTC program; and

WHEREAS, in 2009, Todd Weaver left for Fort Campbell, Kentucky, where he earned the elite Ranger status and was promoted to first lieutenant as a member of the 1st Battalion, 320th Field Artillery Regiment, 2nd Brigade Combat Team, 101st Airborne Division (Air Assault); and

WHEREAS, a respected officer who was proud of the work he was supporting in Afghanistan, Lieutenant Weaver was leading a patrol team when insurgents attacked his unit with an improvised explosive device; and

WHEREAS, Lieutenant Weaver received many awards and accolades for his meritorious service, including the Army Commendation Medal, Army Achievement Medal, Army Good Conduct Medal, National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal with Mobilization Device, Army Service Ribbon, Overseas Service Ribbon, Air Assault Badge, Expert Infantry Badge, Parachutists Badge, and the Ranger Tab; and

WHEREAS, an active young man who enjoyed scuba diving and karaoke and had traveled around the world, Todd Weaver lived a full and amazing life marked by love of family and devotion to duty; and

WHEREAS, Todd Weaver will be fondly remembered and greatly missed by his wife, Emma; daughter, Kiley; parents, Donn and Jeanne; siblings, Glenn, Adrianna, and Kristina, and their families; and his numerous other family members, friends, and fellow soldiers; and

WHEREAS, Lieutenant Weaver's death is a reminder of the perils faced daily by the thousands of Americans who serve in our armed forces overseas and whose devotion to duty places them in harm's way; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the loss of a courageous and patriotic Virginian, First Lieutenant Todd W. Weaver; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of First Lieutenant Todd W. Weaver as an expression of the General Assembly's abiding respect for his memory.
