SENATE JOINT RESOLUTION NO. 194
Commending Trooper Justin T. Mahalik.

WHEREAS, Virginia State Police Trooper Justin T. Mahalik was honored with a regional and national 2008 Trooper of the Year award by the International Association of Chiefs of Police, Division of State and Provincial Police; and

WHEREAS, Trooper Mahalik was one of only four state troopers in the nation to receive the regional recognition, and he was the only trooper in the United States and Canada to receive the prestigious national recognition; and

WHEREAS, Trooper Mahalik graduated from the Virginia State Police Academy in October 2005 as a member of the 109th Basic Session, and he began his stellar career with the Virginia State Police assigned first to Area 45 and later transferred to Area 9, both in Division VII in Northern Virginia; and

WHEREAS, Trooper Mahalik was recognized as the 2008 Trooper of the Year for his courage and perseverance under life-threatening conditions in saving the life of another human being; and

WHEREAS, in the overnight hours of April 30, 2008, during a traffic stop on Interstate 66 in Fairfax County, a traffic violator and Trooper Mahalik were seated in his patrol car when the car was struck from behind by a drunk driver; the violent impact knocked the passenger unconscious and sparked a dangerous fire in the vehicle; and

WHEREAS, despite being seriously injured, Trooper Mahalik managed to free himself and pulled his unconscious passenger from the burning patrol car to safety just moments before the vehicle burst into flames; and

WHEREAS, Trooper Mahalik spent three days in the hospital and suffered numerous fractures to his vertebrae, a broken rib, and burns to both legs and has since made a complete recovery; and

WHEREAS, a resident of Vienna, Trooper Mahalik is currently assigned on patrol as a member of the Virginia State Police Counter-Terrorism and Criminal Interdiction Unit in Area 77 in Northern Virginia; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Trooper Justin T. Mahalik for his heroic actions in saving the life of a fellow citizen; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Trooper Mahalik as an expression of the General Assembly's high regard for his exemplary service to the Commonwealth.
