Celebrating the life of Clarence Wendall Farmer.

WHEREAS, Clarence Wendall Farmer, former chairman of the Board of Supervisors for Alleghany County and former president of Paperworkers Union Local 675, died on May 22, 2011; and

WHEREAS, Clarence Farmer volunteered for military service and was in the United States Navy from 1942 to 1946; he served during World War II with the Asiatic/Pacific ARGUS Unit No. 13 (Aviation Radar Ground Unit Services); and

WHEREAS, after the war, Clarence Farmer returned to his native Alleghany County and began a 39-year career with Westvaco as a millwright; he joined Covington Paperworkers Union Local 675 and was shop steward, committeeman, vice president, and president; and

WHEREAS, in addition to his involvement in Local 675, Clarence Farmer was an International Union representative of the United Paperworkers of America AFL/CIO, and during that time he also had a major role in the founding of a credit union for local Westvaco employees that is now known as the WECCU Credit Union; and

WHEREAS, Clarence Farmer served on the Alleghany County Board of Supervisors for 31 years, and was chairman for 15 years; he was an advocate for the restructuring of county government in 1980, which resulted in more professional and responsible management for the county; and

WHEREAS, in his dual capacities as county supervisor and Westvaco employee, Clarence Farmer helped to convince his employer to locate the Westvaco Converting Plant in Low Moor, which saved many local jobs; and

WHEREAS, Clarence Farmer was active in the Democratic Party, serving as Sixth District Chairman; he also was on the executive committee of the Virginia Council on Vocational Education, a member of Curtis A. Smith Veterans of Foreign Wars Post 1033, and belonged to the Westvaco Retirees Association; and

WHEREAS, Clarence Farmer served his community in many other ways; he was a member of the Electoral Board for 13 years and he helped Total Action Against Poverty (TAP) get started in the Covington area, serving on the community organization's board; and

WHEREAS, faith, family, and friends were important to Clarence Farmer; he was a charter member of Calvary Christian Church and was an Elder Emeritus, and he also derived great pleasure from the time he spent with his wife and friends; and

WHEREAS, Clarence W. Farmer spent his life in service to his community, to his fellow employees, and to Alleghany County, and he will be greatly missed by his family and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of an esteemed and respected public servant, Clarence Wendall Farmer; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Clarence Wendall Farmer as an expression of the General Assembly's respect for his memory.
