Be it enacted by the General Assembly of Virginia:
1. That §22.1-59 of the Code of Virginia is amended and reenacted as follows:
§22.1-59. Qualifications of superintendent.
A. The Board of Education shall prescribe by regulation the minimum qualifications for the position of division superintendent of schools and a copy of such regulations shall be furnished to all applicants. Such regulations shall require that a candidate for division superintendent of any school division within the geographical boundaries of a locality with a population greater than 140,000 people shall, at a minimum, have:
1. Earned a:
a. Master's degree from a regionally accredited college or university and (i) possess a current, valid, out-of-state license with an endorsement as a division or district superintendent or (ii) have successfully completed 30 graduate semester hours beyond the conferral date of the master's degree and requirements for administration and supervision preK-12 endorsement, including the demonstration of competencies in specified areas as determined by the Board; or
b. Doctorate degree in [ educational
administration or educational leadership administration an
education-related field ] from a regionally accredited college or
university; and
2. Completed five years of educational experience in a public or an accredited nonpublic school, divided between full-time teaching experience and administration and supervision experience at the preschool through grade 12 level, as determined by the Board.
B. The Board may substitute certain requirements for education-specific endorsements, degrees, or educational, administrative, or supervisory experience for a certain amount of experience in senior leadership positions outside of the education field only for those local school divisions within the geographical boundaries of a locality with a population not exceeding 140,000 people.
