WHEREAS, Richard T. Homes, an esteemed public servant who dedicated 45 years to Augusta County and served as its treasurer for nearly two decades, retired on March 31, 2023; and
WHEREAS, Richard "Rick" Homes began his noteworthy career with Augusta County in 1978 as an assistant real estate appraiser in the commissioner of the revenue's office; and
WHEREAS, as a result of his work ethic and professionalism, Rick Homes rose through the ranks to become an appraiser and was certified as a deputy commissioner of the revenue; and
WHEREAS, Rick Homes was first elected treasurer of Augusta County in 2003 and shortly thereafter honed his financial acumen by acquiring a Master Governmental Treasurer certification; and
WHEREAS, in recognition of his efforts and expertise, Rick Homes was reelected treasurer of Augusta County on four subsequent occasions, ultimately leading the management of the locality's finances for almost 20 years; and
WHEREAS, Rick Homes's tenure as treasurer was marked by numerous accomplishments, including digitizing the treasurer's office's operations and processes, which enhanced customer service for the benefit of the residents and businesses of Augusta County; and
WHEREAS, through his unwavering commitment to fiscal responsibility and good governance, Rick Homes has made a meaningful and lasting impact on the community of Augusta County; now, therefore, be it
RESOLVED by the House of Delegates, That Richard T. Homes hereby be commended on the occasion of his retirement for his illustrious public service as treasurer of Augusta County; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Richard T. Homes as an expression of the House of Delegates' admiration for his contributions to Augusta County and the Commonwealth.
