HOUSE RESOLUTION NO. 250
Commending the High School League of the Peninsula Conference of Rugby Virginia.

Agreed to by the House of Delegates, March 11, 2016

WHEREAS, since 2009, the High School League of the Peninsula Conference of Rugby Virginia has been dedicated to the growth and development of the sport of rugby football in the Hampton Roads area; and

WHEREAS, the High School League of the Peninsula Conference of the state rugby organization promotes and encourages the sport of rugby football in Tidewater area high schools and promotes a playing atmosphere consistent with the values of the game; and

WHEREAS, since the founding of the Peninsula Conference High School League in 2009, rugby football clubs have been organized at several high schools, including Warwick High School, Menchville High School, Denbigh High School, Kecoughtan High School, Woodside High School, and Heritage High School; and

WHEREAS, the Hampton Roads area is home to rugby clubs that are not affiliated with a school; athletes can belong to the Hampton Heat Rugby Football Club, the Buckroe Rugby Football Club, or the Newport News Hurricanes Rugby Football Club, all of which are part of the competitive Peninsula Conference high school rugby organization; and

WHEREAS, Rugby Virginia was formed in 2008 and is the primary development program for youth and high school rugby in the Commonwealth; the mission of the sports organization is to teach rugby to young people; develop, promote, and regulate the game; and encourage teamwork, fitness, and participation; and

WHEREAS, teams from the Hampton Roads area have been strong competitors over the years; in 2010, the Menchville High School Rugby Football Club won Rugby Virginia's High School League state championship, and the Heritage High School Rugby Football Club was state runner up in 2011; now, therefore, be it

RESOLVED by the House of Delegates, That the High School League of the Peninsula Conference of Rugby Virginia hereby be commended for its work to promote physical fitness and teamwork by developing and encouraging participation in the sport of rugby; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the head of the High School League of the Peninsula Conference of Rugby Virginia as an expression of the House of Delegates' congratulations and admiration for the league's outstanding work to encourage the sport of rugby among high school students on the Peninsula.
