HOUSE RESOLUTION NO. 162
Commending the Reverend Tyler C. Millner, Sr.

WHEREAS, for more than 33 years, the Reverend Tyler C. Millner, Sr., has provided wise spiritual leadership and led generous community outreach programs as the pastor of Morning Star Holy Church in Martinsville; and

WHEREAS, Tyler Millner is a graduate of Johnson C. Smith University in North Carolina and the McCormick Theological Seminary in Illinois, and he completed further studies at Harvard University and New York University; and

WHEREAS, Tyler Millner cultivated his administrative skills and leadership abilities as an executive vice president of Virginia Union University and as the director of minority affairs for what is now Dominion Energy; and

WHEREAS, Tyler Millner was ordained as a minister in the United Holy Church of America in 1971, and he returned to Martinsville in 1991 to become the second pastor of Morning Star Holy Church, which had been founded and previously led by his mother, the Reverend Almeda F. Millner; and

WHEREAS, Tyler Millner is passionate about spiritual growth, building inter-faith understanding, and leading by example; he established inspirational ministries for Black youths and encouraged members of the congregation to pursue leadership opportunities in the church and in the region; and

WHEREAS, a gifted public speaker, fundraiser, and community organizer, Tyler Millner has guided the congregation of Morning Star Holy Church to take an active role in local life through unique and engaging programs; and

WHEREAS, Tyler Millner has supported social justice and cultural preservation efforts by launching a citizens' awareness program known as the Blue Ribbon Campaign and establishing the Richmond Community Learning Week, which has become a national model for Martin Luther King, Jr. Day commemorations; and

WHEREAS, over the course of his long career, Tyler Millner has demonstrated an abiding passion for making Martinsville and Henry County strong and welcoming communities with good and responsible governance, balanced media, and high levels of citizen engagement; and

WHEREAS, if an issue is significant for local residents, Tyler Millner can be counted upon to provide a guiding presence, be willing to speak on behalf of those in need, and insist that the people have a voice and be heard; his deep motivation is that his community can be a "Beloved Community" as described by Martin Luther King, Jr.; now, therefore, be it

RESOLVED by the House of Delegates, That the Reverend Tyler C. Millner, Sr., hereby be commended for his decades of service to the Martinsville community as the pastor of Morning Star Holy Church; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Reverend Tyler C. Millner, Sr., as an expression of the House of Delegates' admiration for his commitment to servant-leadership.
