WHEREAS, Ann Thomas, an esteemed public servant who greatly served the citizens and businesses of York County for a half century as Commissioner of the Revenue and in other capacities, retired on September 1, 2023; and
WHEREAS, Ann Thomas began her career with the Commissioner of the Revenue's Office in York County as an office assistant and was subsequently promoted to Deputy Commissioner of the Revenue and then Chief Deputy Commissioner of the Revenue before being elected Commissioner of the Revenue in 1992; and
WHEREAS, over eight consecutive four-year terms, Ann Thomas oversaw the complex array of tasks and responsibilities that are required to assess and administer various local taxes and develop revenue projections to help guide York County policymakers; and
WHEREAS, Ann Thomas has been credited with modernizing the Commissioner of the Revenue's Office throughout her tenure by embracing new technologies, including an online document portal and other internet services, to enhance customers' interaction with her department; and
WHEREAS, throughout her tenure, Ann Thomas fostered a positive working relationship with the York County Board of Supervisors, county administrators, and the citizens and businesses of York County; and
WHEREAS, in recognition of her exemplary service, Ann Thomas was presented the President's Award by the Commissioners of the Revenue Association of Virginia in 2007 and received official accreditation from the Commissioners of the Revenue Association of Virginia in 2009 and each year thereafter, becoming one of the first Commissioner of the Revenue offices in the Commonwealth to achieve this distinction; and
WHEREAS, by demonstrating impeccable professionalism and an unwavering commitment to good governance, Ann Thomas has embodied the highest ideals of public service and helped to make York County a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Ann Thomas, former York County Commissioner of the Revenue, on the occasion of her retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Ann Thomas as an expression of the General Assembly's high regard for her meaningful contributions to York County and best wishes for a long and fulfilling retirement.
