HOUSE JOINT RESOLUTION NO. 864
Commending Jacob Parker Bailey.

WHEREAS, Jacob Parker Bailey, the mayor of the Town of Amherst, retired on December 31, 2012; and

WHEREAS, in 1994 Jacob Bailey won election to the Amherst Town Council, beginning nearly two decades of loyal service to his fellow residents; and

WHEREAS, a respected community leader, Jacob Bailey served on the Amherst Town Council from July 1, 1994, to June 30, 1998, and again from July 12, 2002, to October 8, 2003; he was vice mayor from July 1, 1994, to June 30, 1996, and from August 4, 2002, to October 8, 2003; and

WHEREAS, since October 8, 2003, Jacob Bailey has served as the mayor of the Town of Amherst, providing strong leadership to ensure the efficient and effective operation of local government; and

WHEREAS, during his nearly two decades of service to the Town of Amherst, Jacob Bailey has worked with town council members, local employees, and area officials to expand the town's water and sewer plants and install new water and sewer mains to better serve local residents; and

WHEREAS, Jacob Bailey also supported numerous initiatives to enhance the Town of Amherst's visual appeal to residents and visitors, such as the installation of the South Main Street sidewalk, a welcome sign, the expansion of the public road system, and other beautification improvements; and

WHEREAS, Jacob Bailey has served on the Town of Amherst Industrial Development Authority since July 8, 1998, and as its chair since April 3, 2000; and

WHEREAS, committed to the economic growth and development of the Town of Amherst, Jacob Bailey played an important role in the purchase and development of the L. Barnes Brockman, Sr. Business and Industrial Park; and

WHEREAS, Jacob Bailey has worked to forge positive working relationships among different entities to ensure the smooth operation of government affairs; and

WHEREAS, as a result of Jacob Bailey's faithful service, the residents of the Town of Amherst today enjoy efficient services and amenities; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Jacob Parker Bailey for his distinguished public service to the Town of Amherst on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jacob Parker Bailey as an expression of the General Assembly's admiration and gratitude for his commitment to the Town of Amherst.
