Requesting the Department of Transportation to study the feasibility of implementing improvements to State Route 28 in Prince William County between the City of Manassas Park and Fairfax County. Report.

WHEREAS, State Route 28 is a major north-south corridor that serves three counties and two cities in Northern Virginia and provides the primary access to Dulles International Airport; and

WHEREAS, as of 2015, the north end of Route 28 had experienced crash rates almost double the average districtwide and urban statewide crash rates for primary roadways and the south end of Route 28 had experienced nearly five times the average districtwide and urban statewide crash rates for primary roadways; and

WHEREAS, travel time measurements yield an average of 46 minutes to traverse a particularly congested six-mile segment; and

WHEREAS, the Northern Virginia Transportation Authority has recognized these issues and has commenced a Route 28 Corridor Feasibility Study to identify alternatives to relieve congestion; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study the feasibility of implementing improvements to State Route 28 in Prince William County between the City of Manassas Park and Fairfax County.

In conducting its study, the Department of Transportation (the Department) shall (i) review the completed portions of the Route 28 Corridor Feasibility Study conducted by the Northern Virginia Transportation Authority; (ii) consider the feasibility of alternative intersection designs, such as roundabouts, overpasses, and flyovers; and (iii) consider the environmental impacts and feasibility of utility relocation and right-of-way acquisition.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department shall complete its meetings by November 30, 2018, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2019 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
