Expressing the sense of the General Assembly that any vaccination for the COVID-19 virus shall be voluntary within the Commonwealth of Virginia and that it fully supports the practice of medical informed consent.

WHEREAS, the State Health Commissioner has stated that the vaccine for the COVID-19 virus will be mandatory for all Virginians; and

WHEREAS, there are multiple COVID-19 vaccines being developed and several have been approved by the U.S. Food and Drug Administration (FDA) through the Emergency Use Authorization (EUA) process and others will undoubtedly be approved later through the FDA's Biologics License Application process; and

WHEREAS, an EUA provides for an expedited approval process for vaccines and eliminates the need for long-term study; and

WHEREAS, COVID-19 vaccines have not been extensively tested on elderly persons, young children, pregnant women, individuals with autoimmune conditions, medically fragile persons, minority populations, or those who take medications that may or may not interact synergistically with the vaccine; and

WHEREAS, the Centers for Disease Control and Prevention, the Health Resources and Services Administration of the U.S. Department of Health and Human Services, and the Health and Medicine Division of the National Academies of Sciences, Engineering, and Medicine acknowledge that vaccines, like any medicines, can cause serious side effects and death; and

WHEREAS, the Health and Medicine Division of the National Academies of Sciences, Engineering, and Medicine has concluded that evidence convincingly supports a causal relationship between some vaccines and some adverse events and also found convincing evidence of a causal relationship between injection of vaccine and some adverse events, and it is therefore reasonable to assume similar adverse reactions or death will occur with the COVID-19 vaccine; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly expresses its sense that any vaccination for the COVID-19 virus shall be voluntary within the Commonwealth of Virginia and that it fully supports the practice of medical informed consent; and, be it

RESOLVED FURTHER, That the members of the General Assembly reaffirm their opposition to the mandatory vaccination of citizens of the Commonwealth with the COVID-19 vaccine and other vaccines.
