Celebrating the life of Dr. Charles William Finley.

WHEREAS, Dr. Charles William Finley, a native son of Winchester, retired educator, and community activist, passed away on November 17, 2013; and

WHEREAS, in 1970, Dr. Charles William Finley moved to Richmond, and in 1984, he settled in the historic Jackson Ward area, the nation's largest National Historic Landmark District associated with African American history, and became an ardent and devoted community leader; and

WHEREAS, Dr. Charles William Finley was the longtime president of the Historic Jackson Ward Association, a stabilizing force and team leader, and a constant influence for the preservation of community values in a neighborhood undergoing significant change; and

WHEREAS, Jackson Ward was one of Richmond's first Neighborhoods in Bloom projects to restore blighted property and ignite the business district in the area, and the success of the project is attributed to the leadership and dedicated and relentless work of Dr. Charles William Finley; and

WHEREAS, Dr. Charles William Finley was also a stellar educator who earned a master of arts degree in music from Virginia State University; he was a 30-year employee of the Virginia Department of Education, where he served with distinction as assistant superintendent of educational accountability and as associate director for proprietary schools, including home schooling and business, trade, and technical schools, until his retirement; and

WHEREAS, Dr. Charles William Finley was a community activist and gave of his time and talent to serve as a member of several organizations, boards, and committees, including the Omega Psi Phi Fraternity and his beloved Sixth Mount Zion Baptist Church, where he was a devoted and active member; and

WHEREAS, the Jackson Ward community, students, and public education in the Commonwealth are better and richer due to the dedication and contributions of Dr. Charles William Finley, and family and friends must bid farewell to a beloved husband, father, teacher, neighbor, mentor, and activist; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Dr. Charles William Finley, dedicated educator and longtime community activist; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Charles William Finley, as an expression of the General Assembly's respect for his memory and contributions to his community and public education in the Commonwealth.
