WHEREAS, Joe Samuel Frank, mayor of the City of Newport News, is commended for his service to the City of Newport News and the Commonwealth of Virginia; and WHEREAS, on June 1, 2010, Joe Frank will conclude his 14-year service as mayor of Newport News; and WHEREAS, during his service as mayor, Joe Frank and Newport News have seen the expansion of Christopher Newport University and the Ferguson Center for the Arts; businesses such as Areva, Cannon, Northrop Grumman, Ferguson Enterprises, and others move to or expand their operations in Newport News; and the development of new centers for the community such as Port Warwick and the new City Center; and WHEREAS, Joe Frank was born on November 14, 1942, to Harry and Lilyan Frank of Newport News; and WHEREAS, Joe Frank attended public schools in Newport News, graduating from Newport News High School in 1960; and WHEREAS, after high school, Joe Frank attended the University of Virginia, graduating with honors, and in 1967, graduated from the University of Virginia Law School; and WHEREAS, from 1967 to 1972, Joe Frank served in the Virginia National Guard receiving the Bronze Star for Meritorious Service; and WHEREAS, since graduating law school, Joe Frank has practiced law in Newport News and is currently a partner at the firm of David, Kamp & Frank; and WHEREAS, since 1988, Joe Frank has served as a member of the Newport News City Council, as vice mayor, and since 1996, as mayor; and WHEREAS, Joe Frank has also served his community as a member of countless boards, including the Hampton Roads Partnership, Hampton Roads Mayor & Chairs, Newport News/Williamsburg International Airport Task Force, Governor's Urban Policy Task Force, Jewish Federation of the Virginia Peninsula, Rodef Shalom Temple, Newport News Alliance for Youth, and People to People; and WHEREAS, Joe Frank has been recognized with awards from the Virginia Peninsula Chamber of Commerce, the National Conference of Christians and Jews, and the Colonial Boy Scouts of America; and most recently, he was awarded the Boy Scouts of America Distinguished Eagle Scout Award; and WHEREAS, Joe Frank has been supported by his wife, Jane Susan Frank; daughters, Melissa Clagg and Shelly Currin; son, Jason Frank; and seven grandchildren; and WHEREAS, Joe Frank's dedication to public service is greatly appreciated by the people of Newport News, Hampton Roads, and the Commonwealth of Virginia; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Joe Frank for his service to the City of Newport News and the Commonwealth of Virginia; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Joe Frank as an expression of the General Assembly's respect for his service. |
