WHEREAS, P. David Tarter, an esteemed public servant and attorney, retired from his position as mayor of the City of Falls Church in December 2023; and

WHEREAS, after acquiring his real estate agent's license at the age of 18 and earning his juris doctor degree from the University of Virginia in 1991, David Tarter embarked upon a successful career as an attorney specializing in land use development and commercial real estate; and

WHEREAS, as a partner at Lawson, Tarter & Charvet, P.C., and later as the founding partner at Tarter NoVa Law, PLC, David Tarter has had a role in an untold number of prominent real estate ventures in the Northern Virginia area over the past two decades; and

WHEREAS, in recognition of his experience and expertise, David Tarter has received top attorney accolades from various publications and organizations, including Northern Virginia Magazine, Arlington Magazine, and Martindale-Hubbell; and

WHEREAS, David Tarter has imparted his vast knowledge of real estate development, land use, local government, and title issues to future generations of attorneys and developers as a legal education speaker and lecturer; and

WHEREAS, prior to becoming mayor of the City of Falls Church, David Tarter served five years on the Falls Church Economic Development Authority, during which time the authority established its popular "Little City" branding effort; he was also interim city attorney for Falls Church for some time; and

WHEREAS, David Tarter's tenure as mayor was marked by a number of accomplishments for Falls Church, including several new businesses and developments, the city's first Triple-A rating from all bond agencies, and a new, $120 million, state-of-the-art high school funded through revenue from the West Falls Development Project; and

WHEREAS, beyond Falls Church, David Tarter has brought valued perspectives to regional matters by serving as the president of the Metropolitan Washington Council of Governments and as the chair of the Northern Virginia Regional Commission (NVRC); and

WHEREAS, David Tarter provided invaluable leadership as NVRC chair during the COVID-19 pandemic and helped to ensure collaboration and consistency, as well as effective coordination with state agencies, in the region's response to the unprecedented health crisis; and

WHEREAS, with a deep understanding of Falls Church and an ambitious vision for its future, David Tarter has fostered the city's growth over the past decade and helped to make it a wonderful place to live, work, and raise a family; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend P. David Tarter for his service as the mayor of the City of Falls Church; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to P. David Tarter as an expression of the General Assembly's admiration for his contributions to Falls Church and the Commonwealth.
