HOUSE JOINT RESOLUTION NO. 130 Offered January 13, 2010 Prefiled January 13, 2010 Requesting the Secretary of Technology to study the feasibility of developing a standard software package for local governments. WHEREAS, localities currently use a variety of software applications with little attempt to coordinate the purchase or use of such software; and

WHEREAS, a significant amount of money could be saved by state and local governments if all local governments used the same core software, such as financial, planning, and public safety software; and

WHEREAS, such software could be supplemented to meet the unique needs of each locality; and

WHEREAS, a coordinated effort by the Commonwealth and its localities to develop such standard software package could be of benefit to all parties; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Secretary of Technology be requested to study the feasibility of developing a standard software package for local governments.

In conducting its study, the Secretary of Technology shall create a plan to develop a core software capability in conjunction with local governments and the Virginia IT community. The Secretary shall report on the feasibility of such an approach as well as the potential cost savings and a recommended implementation strategy.

All agencies of the Commonwealth shall provide assistance to the Secretary of Technology for this study, upon request.

The Secretary of Technology shall complete his meetings by November 30, 2010, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2011 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
