WHEREAS, technology transfer is the process of transferring skills, knowledge, technologies, methods of manufacturing, samples of manufacturing, and facilities among governments or universities and other institutions to ensure that scientific and technological developments are accessible to a wider range of users who can then further exploit and develop the technology into new products, processes, applications, materials, or services; and

WHEREAS, in the information age, technology drives job creation and economic prosperity; and

WHEREAS, enhanced cooperation between Virginia's economic development authority and its technology agency will enhance economic prosperity in the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Economic Development Partnership Authority be requested to work with the Virginia Information Technologies Agency to recommend strategies to enhance and stimulate economic development through technology transfer. Public institutions of higher education shall provide assistance to the Virginia Economic Development Partnership Authority, upon request.

 The Virginia Economic Development Partnership Authority shall submit to the Division of Legislative Automated Systems an executive summary and report of its progress in meeting the request of this resolution no later than the first day of the 2015 Regular Session of the General Assembly. The executive summary and report shall be submitted for publication as a report document as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
