Be it enacted by the General Assembly of Virginia:

1.  §1. That prior to the date on which the House of Delegates is scheduled to vote on a Budget Bill or any amendment thereto, the Director of the House Appropriations Committee staff shall provide to members of the House of Delegates, and make available to the public, an estimate of the net number of full-time equivalent state employees that will be added or lost as a result any such bill.
