HOUSE BILL NO. 457 Offered January 13, 2016 Prefiled January 8, 2016 A BILL to amend the Code of Virginia by adding in Chapter 9 of Title 22.1 a section numbered 22.1-141.1, relating to full-day kindergarten programs; availability and building capacity. ---------- Patron-- Murphy ---------- Committee Referral Pending ----------

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 9 of Title 22.1 a section numbered 22.1-141.1 as follows:

§22.1-141.1. Elementary school buildings; capacity for full-day kindergarten program.

Each newly constructed elementary school building shall have the capacity to accommodate a full-day kindergarten program.

2. That each local school board that does not offer a full-day kindergarten program for each kindergarten student in the school division shall develop a plan to phase in a full-day kindergarten program for each kindergarten student in the school division over the course of three school years and submit the plan to the General Assembly in advance of the 2017 Regular Session of the General Assembly.
