Be it enacted by the General Assembly of Virginia:

1.  § 1. That having established the Virginia Free File program based on the Internal Revenue Service (IRS) Free File program pursuant to the provisions of Chapter 535 of the Acts of Assembly of 2010, the Tax Commissioner shall renegotiate the agreement entered into with the Consortium of Virginia in order to remove any language prohibiting the Commonwealth from offering electronic filing services directly to taxpayers without monetary charge, in addition to services provided by private vendors through the Consortium of Virginia, for taxable years beginning on and after January 1, 2012.

2. That the Tax Commissioner shall reinstate the Virginia iFile program for Virginia individual taxpayers for taxable years beginning on and after January 1, 2012.
