Summary

Virginia Free File tax program. Requires the Tax Commissioner to renegotiate the agreement with the Consortium of Virginia in order to allow any Virginia taxpayer who so desires to file his Virginia tax return electronically without charge, to do so for taxable years beginning on and after January 1, 2012.
