Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 10.1-202.3 as follows:

§10.1-202.3. Lifetime senior parking pass established; fee.

The Department shall establish a lifetime senior parking pass card that authorizes any person 60 years of age or older after paying a one-time fee to park at any of Virginia's state parks without being required to pay a parking fee at such park. Any person seeking such a card shall, upon the payment of a fee in an amount to be established by the Department and the presentation of proof of age, be issued a card by the Department. The card shall remain valid during the lifetime of the person.
