Summary

Income tax; agricultural best management practices. Allows any taxpayer to apply for a refund of individual income tax credits that he receives for agricultural best management practices and that he cannot use, which would be refunded by the Tax Commissioner on behalf of the Commonwealth for 100 percent of their face value.
