Summary
Appalachian Development Highway System Completion Act of 2009 - Authorizes appropriations out of the Highway Trust Fund (other than the Mass Transit Account) for FY2010-FY2015 for the Appalachian development highway system program. Directs the Secretary of Transportation to apportion such funds among the appropriate states to complete construction of the Appalachian development highway system. Authorizes states of the system to loan apportioned amounts between themselves.
