Summary
Improving Education for Foster Youth Act Amends the Elementary and Secondary Education Act of 1965 (ESEA) to require states that receive ESEA assistance to implement policies ensuring that foster care children who are changing schools can transfer school credits and receive partial credits for coursework satisfactorily completed while attending a prior school or educational program.
