Summary

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to change from discretionary authority to a mandate that states adopt and enforce standards and procedures to ensure the right and entitlement of victims of domestic and sexual violence seeking or receiving TANF under the state program.
