Summary

To direct the Secretary of Energy to conduct a study on the benefits of solar net energy metering, and for other purposes. This bill requires the Department of Energy to study and report on solar net energy metering, which allows electric consumers to offset their electricity bills for any excess electricity they do not use if that excess was: (1) generated from an eligible, on-site solar generating facility, and (2) delivered to local distribution facilities. The study must analyze the benefits of implementing solar net energy metering.
