Instructs the Commission of Fine Arts to advise only on the location of statues, fountains, and monuments in public squares, streets, and parks in the District of Columbia (DC) that are owned by the federal government, with the exception of the U.S. Capitol, any buildings of the Library of Congress, any buildings, properties, and projects owned by DC, and any private buildings, properties, and projects.
