Summary

Santa Cruz Valley National Heritage Area Act - Establishes the Santa Cruz Valley National Heritage Area in Arizona. Requires the Santa Cruz Valley Heritage Alliance, Inc. as the local coordinating entity for the Area, to prepare and submit a management plan for it meeting specified criteria. Specifies procedures for approval or disapproval of the plan by the Secretary of the Interior in consultation with the Secretary of Homeland Security. Prohibits anything in this Act from impeding, prohibiting, or restricting activities of the Secretary of Homeland Security for the purpose of achieving operational control, as defined under the Secure Fence Act of 2006, within the Heritage Area.
