Summary
Exempts from rulemaking the Federal Emergency Management Agency's (FEMA's) implementation of monthly premium payment schedules for flood insurance. FEMA may implement this schedule as a pilot program. The Government Accountability Office must report on the costs associated with monthly payment of premiums. FEMA must annually report on these costs.
