SENATE RESOLUTION NO. 69
WHEREAS, The Senate of the State of Texas is pleased to
recognize the National Black McDonald's Operators Association on
the occasion of its national convention in Houston on June 23,
  2011; and
WHEREAS, The National Black McDonald's Operators
Association was formally organized in 1972 in order to help its
members work together to overcome the unique challenges they
faced as early African American owners and operators of
  McDonald's franchises; and
WHEREAS, The organization has its foundation in the
tumultuous 1960s, when the Civil Rights movement, the
assassination of Dr. Martin Luther King, Jr., and the nation's
involvement in the Vietnam War were contributing to social
unrest; the McDonald's Corporation recognized a need for black
business leaders, who would be more able to address the concerns
of the communities where they live and work; and
WHEREAS, On December 21, 1968, Herman Petty opened his
first restaurant in the inner city of Chicago; he was the first
black owner and operator of a McDonald's franchise; by the end of
the following year, there were 12 McDonald's franchises owned by
  African Americans; and
WHEREAS, Today, with a membership of 300 individuals who
operate more than 1300 locations, the organization has a presence
throughout the nation and locations in South Africa and the
Caribbean; annual sales of the membership's companies are more
  than $2.7 billion; and
WHEREAS, The National Black McDonald's Operators
Association provides a strong support system for its members and
offers ongoing opportunities for professional development and
  growth; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 82nd
Legislature, 1st Called Session, hereby congratulate the members
of the National Black McDonald's Operators Association on their
many accomplishments and extend to all best wishes for a
successful convention in Houston; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
the organization as an expression of esteem from the Texas
  Senate.
