SENATE RESOLUTION
         BE IT RESOLVED by the Senate of the State of Texas, That
  Article XI of the Temporary Rules of the Senate, 87th
  Legislature, be amended by adding Rule 11.21 to read as follows:
  PUBLIC TESTIMONY ON REDISTRICTING USING VIDEOCONFERENCING
         Rule 11.21. (a) A committee, including a subcommittee or
  special committee, shall allow the use of two-way
  videoconferencing to facilitate testimony from the general
  public during:
               (1)  a public hearing on a redistricting bill; or
               (2)  a hearing, including a regional hearing, to
  solicit public input on redistricting.
         (b)  A witness testifying by videoconference must be
  clearly visible and audible to the committee members. A committee
  member questioning a witness by videoconference must be clearly
  visible and audible to the witness and the committee members.
         (c)  A witness testifying by videoconference must submit a
  witness affirmation form before testifying.
         (d)  In case of any conflict, this rule prevails over a
  conflicting Senate or committee rule.
