A JOINT RESOLUTION
  proposing a constitutional amendment requiring this state to
  observe daylight saving time year-round.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article XVI, Texas Constitution, is amended by
  adding Section 74 to read as follows:
         Sec. 74.  (a) This state shall observe daylight saving time
  year-round throughout the state.
         (b)  This section applies to all portions of the state,
  regardless of time zone.
         (c)  If a court finds this state is not authorized by federal
  law to implement this section, Subsections (a) and (b) of this
  section have full force and effect on the date the United States
  Congress enacts legislation that becomes law that authorizes this
  state to observe daylight saving time as prescribed by this
  section.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment requiring this state to
  observe daylight saving time year-round."
