A JOINT RESOLUTION
  proposing a constitutional amendment authorizing an appropriation
  from the economic stabilization fund for education by a majority
  vote.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 49-g, Article III, Texas Constitution,
  is amended by adding Subsection (m-1) to read as follows:
         (m-1)  In addition to the appropriation authority provided
  by Subsections (k), (l), and (m) of this section, the legislature
  may, by a majority vote of the members present in each house,
  appropriate amounts from the economic stabilization fund at any
  time for the purpose of funding higher education or public primary
  and secondary education.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing an
  appropriation from the economic stabilization fund for education by
  a majority vote."
