A BILL TO BE ENTITLED
 
AN ACT
  relating to the issuance of an occupational license to certain
  applicants with prior convictions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 53.0211(b), Occupations Code, is amended
  to read as follows:
         (b)  Notwithstanding any law other than Subsection (a) and
  unless the applicant has been convicted of an offense described by
  Section 53.021(a)(1), (3), or (4), or an offense described by
  Section 53.021(a)(2) that is punishable as a felony [53.021(a)], a
  licensing authority shall issue to an otherwise qualified applicant
  who has been convicted of an offense:
               (1)  the license for which the applicant applied; or
               (2)  a provisional license described by Subsection (c).
         SECTION 2.  The change in law made by this Act applies only
  to an application for a license submitted on or after the effective
  date of this Act. An application for a license submitted before the
  effective date of this Act is governed by the law in effect on the
  date the application was submitted, and the former law is continued
  in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2019.
