A BILL TO BE ENTITLED
 
AN ACT
  relating to inclusion of instruction regarding police officers in
  the required curriculum for ninth grade public school students.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 28.025, Education Code, is amended by
  adding Subsection (b-20) to read as follows:
         (b-20)  The State Board of Education shall adopt rules to
  include in the required curriculum for students in ninth grade
  instruction regarding:
               (1)  the role of law enforcement and the duties and
  responsibilities of police officers;
               (2)  a person's rights concerning interactions with
  police officers;
               (3)  proper behavior for civilians and police officers
  during interactions;
               (4)  laws regarding questioning and detention by police
  officers, including any law requiring a person to present proof of
  identity to a police officer, and the consequences for a person's or
  officer's failure to comply with those laws; and
               (5)  how and where to file a complaint against a police
  officer.
         SECTION 2.  This Act applies beginning with the 2018-2019
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
