A BILL TO BE ENTITLED
 
AN ACT
  relating to the terms of appointed members of boards and
  commissions in certain counties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION1.  Chapter 89, Local Government Code, is amended by
  adding Section 89.007 to read as follows:
               Sec. 89.007. TERMS OF APPOINTED MEMBERS OF BOARDS AND
  COMMISSIONS IN CERTAIN COUNTIES. (a) This section applies only to a
  county that:
               (1)  has a population of less than 400,000; and
               (2)  contains a municipality with a population of more
  than 300,000.
         (b)  Notwithstanding any other law, members who are
  appointed to a board or commission by the commissioners court of a
  county shall serve no more than 12 consecutive years on the board or
  commission to which they are appointed. If the expiration of 12
  years of service of a person's term occurs during an unexpired term,
  that person shall have the right to serve until the end of that
  unexpired term. A person that has termed-out of service on a board
  or commission shall only have the right to reapply and serve on the
  termed-out board or commission after the passage of one full term of
  that particular board or commission.
         SECTION 2.  The change in law made by this Act does not
  affect the entitlement of a member serving on a board or commission
  immediately before the effective date of this Act to continue to
  serve for the remainder of the member's term.
         SECTION 3.  This Act takes effect September 1, 2021.
