relating to a study on the allocation and expenditure of tobacco | ||
settlement agreement money. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) In this Act, "tobacco settlement agreement" | ||
means the Comprehensive Settlement Agreement and Release filed on | ||
January 16, 1998, in the United States District Court, Eastern | ||
District of Texas, in the case styled The State of Texas v. The | ||
American Tobacco Co., et al., No. 5-96CV-91, and all subsequent | ||
amendments. | ||
(b) The Health and Human Services Commission, in | ||
cooperation with any relevant state agencies, shall conduct a study | ||
to determine the allocation and expenditure of tobacco settlement | ||
agreement money. | ||
(c) In conducting the study, the commission shall: | ||
(1) identify recipients of tobacco settlement | ||
agreement money, disaggregated by: | ||
(A) age; | ||
(B) race or ethnicity; and | ||
(C) region of the state; and | ||
(2) determine if any communities or groups did not | ||
receive tobacco settlement agreement money to help in the | ||
prevention and treatment of tobacco-related diseases. | ||
(d) Not later than December 1, 2020, the commission shall | ||
prepare and submit to the House Health and Human Services Committee | ||
and Senate Public Health Committee a written report containing the | ||
results of the study and any recommendations for legislative or | ||
other action. | ||
(e) This Act expires September 1, 2021. | ||
SECTION 2. This Act takes effect September 1, 2019. |
