A BILL TO BE ENTITLED
 
AN ACT
  relating to access to the central child abuse and neglect registry
  by certain child-care facilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 42, Human Resources Code,
  is amended by adding Section 42.04451 to read as follows:
         Sec. 42.04451.  FACILITY ACCESS TO CENTRAL CHILD ABUSE AND
  NEGLECT REGISTRY. (a) The department shall provide access to the
  central registry of individuals found by the department to have
  abused or neglected a child established under Section 261.002,
  Family Code, to the director, owner, or operator of a day-care
  center, group day-care home, or listed or registered family home to
  determine whether a prospective employee of the center or home is
  listed in the registry as an individual who abused or neglected a
  child.
         (b)  The executive commissioner may adopt rules to implement
  this section.
         SECTION 2.  This Act takes effect September 1, 2017.
