WHEREAS, Helen Ramirez has been named city manager of | ||
Brownsville, providing a fitting opportunity to recognize her | ||
exceptional record of public service; and | ||
WHEREAS, Appointed city manager by the Brownsville City | ||
Commission, Mrs. Ramirez assumed office on January 9, 2023, | ||
becoming the first female city manager for the largest city in the | ||
Rio Grande Valley, after having served as interim city manager | ||
since July 2022; previously, she was Brownsville's deputy city | ||
manager as well as executive director and chief executive officer | ||
of the Greater Brownsville Incentives Corporation; during her | ||
tenure with the city, she has played an instrumental role in | ||
accelerating growth, economic development, and redevelopment while | ||
helping to overhaul development codes and improve organizational | ||
culture; and | ||
WHEREAS, Before joining the City of Brownsville, | ||
Mrs. Ramirez gained valuable experience with the City of Hutto in | ||
Central Texas; after serving the city as director of development | ||
services in 2015 and 2016, she became executive director for | ||
business development, and in 2017, she was promoted to assistant | ||
city manager; earlier in her career, she worked for Los Angeles | ||
County and the cities of Hawthorne and La Habra in California; | ||
moreover, she was employed for a decade in the private sector with | ||
Prointec S.A./Indra Sistemas Group, an international information | ||
technology, engineering, and urban planning firm; and | ||
WHEREAS, Mrs. Ramirez is an American Institute of Certified | ||
Planners professional, and she belongs to the Texas City Management | ||
Association, the International City/County Management Association, | ||
and the American Planning Association, as well as the International | ||
Council of Shopping Centers; she holds a bachelor of science degree | ||
in city and regional planning from California Polytechnic State | ||
University, San Luis Obispo; and | ||
WHEREAS, As a strong and dynamic leader, Mrs. Ramirez has | ||
been instrumental in launching Brownsville on a course to an even | ||
brighter and more economically sustainable future, and her | ||
expertise and commitment to excellence will serve her well in this | ||
challenging new role; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 88th Texas | ||
Legislature hereby congratulate Helen Ramirez on her appointment as | ||
city manager of Brownsville and extend to her sincere best wishes | ||
for success; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for Mrs. Ramirez as an expression of high regard by the | ||
Texas House of Representatives. |
