R E S O L U T I O N
         WHEREAS, Residents of Mission lost an iconic civic leader
  with the passing of former mayor Norberto Salinas on May 25, 2023,
  at the age of 77; and
         WHEREAS, Deeply committed to his community, "Beto" Salinas
  began his career in public service in 1980 as the Hidalgo County
  commissioner for Precinct 3, and he served in that capacity for 12
  years; in 1998, he won his first mayoral race, and he went on to lead
  Mission for the next two decades; his achievements included
  spearheading the effort to build the Anzalduas International
  Bridge, and he was the longtime vice chair of the bridge board;
  acting strategically, he benefited the community through long-term
  planning, and he never hesitated to go to bat for his constituents;
  and
         WHEREAS, Mayor Salinas was appointed to statewide
  organizations by four different governors and served on the
  Indigent Health Care Advisory Task Force, the Texas Funeral Service
  Commission, and the board of the Texas Department of Housing and
  Community Affairs; in addition, he served as chair of the Lower Rio
  Grande Valley Development Council Board of Directors and of the
  Texas Department of Transportation Metropolitan Planning
  Organization Policy Committee, and he served numerous other
  organizations in leadership roles, among them the Hidalgo chapter
  of the American Red Cross, the Mission Chamber of Commerce, and the
  Boy Scouts of America; and
         WHEREAS, The recipient of myriad accolades, Mayor Salinas was
  named the 1987 Man of the Year for the City of Mission and the 2008
  Citizen of the Year by the Rotary Club of Mission; he was also
  selected as Mr. Mission and inducted into the Rio Grande Valley
  Walk of Fame; in private life, he was a rancher and businessman,
  breeding Brahman cattle and serving as president of S&F Developers
  and Builders; and
         WHEREAS, Beto Salinas left a lasting and positive imprint on
  Mission through his unwavering dedication to his community, and
  although he will be deeply missed, his contributions will continue
  to resonate in the years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby pay tribute to the life of Norberto Salinas and
  extend sincere sympathy to the members of his family: to his
  children, Ricardo Lee Salinas, Norberto Salinas Jr., Maribel
  Salinas, Marina Salinas, and Christina Salinas; to his
  grandchildren, Denise Delgado, Jacob Lee Salinas, Christian Lee
  Salinas, Adan Salinas, Victoria Salinas, Miguel Adan Delgado,
  Natalie Vela, Yolanda Salinas, Norberto Salinas III, and Anabel
  Salinas Garcia; to his great-grandchildren, Diego Escamilla,
  Isabela Escamilla, Catalina Ines Salinas, Joel Salinas, Aurelio
  Legacy Goburn, Isac Delgado, Abram Delgado, Clarisa Silva, and
  Karina Silva; and to his other relatives and many friends; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Beto
  Salinas.
