R E S O L U T I O N
         WHEREAS, The House Rules of Procedure adopted at the
  beginning of the 87th Legislative Session included Rule 16 Special
  Rule to bring the House of Representatives to standards that were
  allegedly necessary for combating the Covid-19 virus; and
         WHEREAS, Governor Greg Abbott announced the re-opening of
  Texas on March 2nd, 2021, removing his Executive Orders, declaring
  Texas to be "100% open" on March 10th, 2021; and
         WHEREAS, Rule 16 Sec. 4 of the Texas House Rules of Procedure
  for the 87th Legislature allow for the deactivation of the Rule 16
  Special Rule that were activated upon the adoption of the permanent
  rules of procedure by resolution; and
         WHEREAS, In accordance with Governor Greg Abbott's Executive
  Order for Texas to be 100% open, the Texas House should also be open
  100%; and
         WHEREAS, Due to the removal of the Executive Orders, the 87th
  Legislature shall deactivate the Rule 16 Special Rule that was
  initially activated in its entirety upon the adoption of the
  permanent rules of procedure of the 87th Legislature; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby open the Texas House of Representatives and
  deactivate all sections of Rule 16 Special Rule that was activated
  initially in its entirety upon the adoption of the permanent rules
  of procedure of the House of Representatives 87th Legislature,
  effective March 10th, 2021.
