WHEREAS, Memories of a life filled with joyful times and | ||
meaningful accomplishments remain to comfort the family and friends | ||
of Barbara Ruud of Austin, who passed away on April 7, 2016, at the | ||
age of 94; and | ||
WHEREAS, Born on April 25, 1921, the former Barbara Dailey | ||
enjoyed an idyllic childhood in her hometown of Mankato, Minnesota; | ||
she attended Macalester College in St. Paul before transferring to | ||
the University of Minnesota, where she met her future husband, | ||
Millard H. Ruud; the couple married on August 28, 1943, and they | ||
went on to share nearly 54 years together; while Mr. Ruud served | ||
overseas in the U.S. Army, Mrs. Ruud completed her law degree at | ||
UMN, and in 1944, she became the first woman to be hired as a claims | ||
adjuster for State Farm Insurance; and | ||
WHEREAS, After the war, the couple moved first to Lawrence, | ||
Kansas, and then to Texas, when Mr. Ruud accepted a teaching | ||
position at The University of Texas School of Law in 1948; while in | ||
Austin, they welcomed the birth of their three sons, Stephen, | ||
Christopher, and Michael; in addition to raising her family, | ||
Mrs. Ruud found time to participate in civic organizations, and she | ||
served as a member of the Texas Bar Association's Administrative | ||
Law Committee, as president of the Austin League of Women Voters, | ||
and as president of the local chapter of the PEO Sisterhood; and | ||
WHEREAS, In the 1960s and '70s, Mrs. Ruud worked as legal | ||
counsel to Governors Preston Smith and Dolph Briscoe and later as an | ||
assistant attorney for Attorney Generals Mark White and Jim Mattox; | ||
she and Mr. Ruud subsequently relocated to Washington, D.C., where | ||
she enjoyed serving as chief legal counsel for U.S. Congressman | ||
Jake Pickle; after returning to Austin in 1988, she remained active | ||
with her civic endeavors, and she and her husband traveled the world | ||
together before his passing in 1997; the later years of her life | ||
were blessed with the affection of her three grandchildren and two | ||
great-grandchildren; and | ||
WHEREAS, Deeply devoted to her loved ones and to the causes | ||
she held dear, Barbara Ruud touched countless lives during her | ||
journey on this earth, and she will always be remembered with great | ||
admiration and affection; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 85th Texas | ||
Legislature hereby pay tribute to the memory of Barbara Ruud and | ||
extend sincere sympathy to all those who mourn her passing; and, be | ||
it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for her family and that when the Texas House of | ||
Representatives adjourns this day, it do so in memory of Barbara | ||
Ruud. | ||
