R E S O L U T I O N
 
         WHEREAS, Memories of a life filled with joyful times and
  meaningful accomplishments remain to comfort the family and friends
  of Barbara Ruud of Austin, who passed away on April 7, 2016, at the
  age of 94; and
         WHEREAS, Born on April 25, 1921, the former Barbara Dailey
  enjoyed an idyllic childhood in her hometown of Mankato, Minnesota;
  she attended Macalester College in St. Paul before transferring to
  the University of Minnesota, where she met her future husband,
  Millard H. Ruud; the couple married on August 28, 1943, and they
  went on to share nearly 54 years together; while Mr. Ruud served
  overseas in the U.S. Army, Mrs. Ruud completed her law degree at
  UMN, and in 1944, she became the first woman to be hired as a claims
  adjuster for State Farm Insurance; and
         WHEREAS, After the war, the couple moved first to Lawrence,
  Kansas, and then to Texas, when Mr. Ruud accepted a teaching
  position at The University of Texas School of Law in 1948; while in
  Austin, they welcomed the birth of their three sons, Stephen,
  Christopher, and Michael; in addition to raising her family,
  Mrs. Ruud found time to participate in civic organizations, and she
  served as a member of the Texas Bar Association's Administrative
  Law Committee, as president of the Austin League of Women Voters,
  and as president of the local chapter of the PEO Sisterhood; and
         WHEREAS, In the 1960s and '70s, Mrs. Ruud worked as legal
  counsel to Governors Preston Smith and Dolph Briscoe and later as an
  assistant attorney for Attorney Generals Mark White and Jim Mattox;
  she and Mr. Ruud subsequently relocated to Washington, D.C., where
  she enjoyed serving as chief legal counsel for U.S. Congressman
  Jake Pickle; after returning to Austin in 1988, she remained active
  with her civic endeavors, and she and her husband traveled the world
  together before his passing in 1997; the later years of her life
  were blessed with the affection of her three grandchildren and two
  great-grandchildren; and
         WHEREAS, Deeply devoted to her loved ones and to the causes
  she held dear, Barbara Ruud touched countless lives during her
  journey on this earth, and she will always be remembered with great
  admiration and affection; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby pay tribute to the memory of Barbara Ruud and
  extend sincere sympathy to all those who mourn her passing; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Barbara
  Ruud.
