R E S O L U T I O N
 
         WHEREAS, Geraldine Miller retired from the State Board of
  Education in January 2019, concluding a distinguished tenure that
  spanned more than three decades; and
         WHEREAS, First appointed by Governor Mark White in 1984,
  "Tincy" Miller went on to win election to the board seven times; she
  served the board as chair and vice chair, and she also chaired the
  Instruction Committee; a member of the Permanent School Fund
  Subcommittee, she was a fierce protector of that fund, which her
  prudent stewardship helped to grow from $4.5 billion to $34
  billion; and
         WHEREAS, Ms. Miller previously served as a reading
  specialist at the Texas Scottish Rite Hospital for Children, and
  she brought to the state education board a deep understanding of the
  difficulties faced by children with dyslexia; she successfully
  advocated for legislation to help these youngsters and championed
  early assessment for children at risk of dyslexia and related
  disorders; in addition, she facilitated the creation of the first
  Dyslexia Handbook in 1988; and
         WHEREAS, Ms. Miller was a driving force behind the
  development of the state's first phonics-based reading curriculum
  as well; moreover, she worked diligently to improve the textbook
  review and adoption process by engaging teachers in the evaluation
  of books in their subject specialty; and
         WHEREAS, Through her vision, leadership, and unyielding
  commitment to public education, Tincy Miller has made a meaningful
  difference in the lives of generations of young Texans, and she has
  earned the respect and appreciation of her fellow citizens across
  the state; now, therefore, be it
         RESOLVED, That the House of Representatives of the 86th Texas
  Legislature hereby honor Geraldine "Tincy" Miller for her
  outstanding service on the State Board of Education and extend to
  her sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Miller as an expression of high regard by the Texas
  House of Representatives.
