R E S O L U T I O N
         WHEREAS, James Cantwell of Bowie, Texas, is drawing to a
  close an outstanding career as city manager that has spanned two
  decades between 1993 to 2013 with his retirement in May; and
         WHEREAS, James Cantwell's degree and expertise in
  engineering was an asset in the innovation and advancement of the
  City of Bowie, and he managed more than 100 employees and a city
  budget of over $18,000,000; and
         WHEREAS, James Cantwell served on the charter board of the 4A &
  4B Economic Development Boards, which under his direction built
  the Bowie Community Center and new City Council Chambers; and
         WHEREAS, This great public servant sat on the North Central
  Texas College Foundation Board, which was instrumental in the
  creation of the North Central Texas College Bowie Campus; and
         WHEREAS, James Cantwell's service to the Texas Public Power
  Association Board and Cross Plains Transportation Board has
  overseen numerous infrastructure projects and improvements to the
  city; moreover, James Cantwell brought Bowie essential services
  such as new Sewer, Water, and Public Works Facilities; now,
  therefore, be it
         RESOLVED, That James Cantwell be congratulated on the
  occasion of his retirement and that he be extended sincere best
  wishes for the future.
