R E S O L U T I O N
         WHEREAS, The City of Rockwall has greatly benefited from the
  public service and leadership of Kevin Fowler, who is concluding
  his tenure as mayor in May 2023; and
         WHEREAS, Mr. Fowler was elected to his first of three terms
  on the Rockwall City Council in 2015, and during his time as a
  councilmember, he was twice named mayor pro tempore; he
  successfully ran for the office of mayor in 2021; and
         WHEREAS, Through the years, Mayor Fowler has held leadership
  roles on a number of boards and commissions for the city, including
  the Rockwall Economic Development Corporation, the Building Better
  Roads Bond Committee, and the Rockwall Business and Education
  Committee; he has also been active with the Rockwall Area Chamber of
  Commerce, the Rockwall Rotary Club, Baylor Scott & White Medical
  Center-Lake Pointe, the YMCA, the Boy Scouts of America, the
  Rockwall Youth Fair, and CASA, and he is a member of First Baptist
  Church of Rockwall; and
         WHEREAS, Mayor Fowler has enjoyed a 30-year career in banking
  and currently serves as the Rockwall regional president of Lakeside
  Bank; he earned a bachelor's degree in finance from Louisiana State
  University and graduated from Southern Methodist University's
  Southwestern Graduate School of Banking; and
         WHEREAS, Through his many civic contributions, Kevin Fowler
  has helped to make Rockwall an even better place in which to live
  and work, and he may indeed reflect with pride on all that he has
  accomplished; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby commend Mayor Kevin Fowler on his service to
  Rockwall and extend to him sincere best wishes for the future; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Fowler as an expression of high regard by the
  Texas House of Representatives.
