A JOINT RESOLUTION
  proposing a constitutional amendment relating to the right of a
  property owner to conduct activities necessary to secure basic
  human needs.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article I, Texas Constitution, is amended by
  adding Section 36 to read as follows:
         Sec. 36.  (a)  An individual in this state has the right to
  conduct activities on the individual's homestead property to secure
  access to food, water, electric power, and shelter, subject to laws
  protecting public health and safety.
         (b)  The legislature may enact laws to protect this right.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment recognizing the right
  of an individual to act to secure access to food, water, electric
  power, and shelter on the individual's homestead property, subject
  to laws that protect public health and safety."
