A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation by the Texas Commission on Environmental
  Quality of a plan to protect water treatment facilities from
  catastrophes.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) The Texas Commission on Environmental
  Quality shall create a plan to protect water treatment facilities
  from:
               (1)  electrical outages;
               (2)  catastrophic weather events;
               (3)  terrorist attacks;
               (4)  the projected effects of climate change; and
               (5)  other potential disruptions to providing water
  service.
         (b)  The Texas Commission on Environmental Quality shall
  consult with other state agencies or interested persons as needed
  to facilitate the creation of the plan.
         (c)  Not later than September 1, 2024, the Texas Commission
  on Environmental Quality shall submit the plan to the governor and
  the legislature.
         SECTION 2.  This Act takes effect September 1, 2023.
