A BILL TO BE ENTITLED
 
AN ACT
  relating to the use of political contributions to settle a civil
  action.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 253.035, Election Code, is amended by
  adding Subsection (c-1) to read as follows:
         (c-1)  The prohibition prescribed by Subsection (a) includes
  the personal use of political contributions accepted by a person as
  a candidate or officeholder or by a specific-purpose committee for
  the purpose of supporting the person as a candidate or assisting the
  person as an officeholder to settle a civil action asserting a claim
  against the officeholder.
         SECTION 2.  The change in law made by this Act applies only
  to the use of a political contribution that occurs on or after the
  effective date of this Act.  The use of a political contribution
  that occurs before the effective date of this Act is governed by the
  law in effect on the date the use occurred, and the former law is
  continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2023.
